=====================================

Background

The Water and Sanitation Program (WSP) is an international partnership to help poor people gain sustained access to improved water and sanitation services. Administered b the World Bank with financial support from several bi- and multilateral and private donors, WSP is a decentralized partnership and operates through offices in Africa, East Asia, Latin America and South Asia. A major thrust of the program is to help its clients prepare for and implement actions towards meeting the water and sanitation-related Millennium Development Goals (MDGs). The Program works with partners at the country, regional and international levels assisting countries to build capacity, reform policies, strengthen institutions and develop human resources. In East Asia, the program currently operates offices in 5 countries—Cambodia, Indonesia, Lao PDR, the Philippines, Vietnam— with the regional office located in Jakarta, Indonesia. Additional information about WSP can be found on the program website (www.wsp.org).

WSP’s Indonesia program is firmly built upon WSP’s Global Strategy, with the majority of activities concentrated around improving service provider institutions and accountability, and enhancing the capacity of decentralized levels of government to deliver water and sanitation services. Since decentralization in 2001, one of Indonesia’s primary bottlenecks has been institutional capacity at local levels to deliver services to its citizens, coupled with much needed reform at the national level that would provide the framework for local-level service delivery. WSP’s role thus focuses on a parallel track of influencing sector reform at the national level and building capacity at the local level; assisting the Government in operationalizing reforms at scale; improving the effectiveness of large-scale investments; analytical work on financing and institutional issues; and building strategic and cooperative alliances with other sector players.

Objective and Scope of Assignment
The objective of the Senior Water and Sanitation Specialist position is to coordinate the WSP Indonesia country team and take up responsibility for overall planning, development, coordination, and implementation of the country work program, leading to achievement of the country program objectives. The Senior Water and Sanitation Specialist will also be responsible for managing a major pillar of the WSP Indonesia program, the Total Sanitation and Sanitation Marketing (TSSM) program. She/he will maintain close links with the Country Team Leaders in other WSP-EAP countries, together with the Community Development Specialist (Country Program Coordinator). The Senior Water and Sanitation Specialist will be based at the WSP office in Jakarta, Indonesia. Frequent travel within Indonesia and some travel throughout the East Asia region as well as to Washington and other regions will be required to accomplish the responsibilities of this assignment.

Duties and Responsibilities
The Senior Water and Sanitation Specialist will work under the overall guidance of the WSP-EAP Regional Team Leader (RTL), and in coordination with the Community Development Specialist (Country Program Coordinator) as well as Task Team Leaders and their teams based in Indonesia. WSP-EAP operates as a regional team, and the Senior Water and Sanitation Specialist will be able to draw on the expertise of regional and country team members in the planning and executing of the Indonesia program. He/she will also be expected to provide support to other team members in areas of his/her expertise. Under the supervision of the RTL, the Senior Water and Sanitation Specialist will carry out the tasks described below:
