Learning and Development Manager

Requirements:
Bachelors Degree in Business or Human Resource field with strong generalist experience particulaly in the areas of career frameworks and training and development will be well regarded. Pemerintah akan membuka lowongan Pegawai Negeri Sipil (PNS) tahun 2009 melalui tiga jalur. Yakni jalur honorer, Sekretaris Desa dan Pelamar Umum.

“Jumlah PNS sekitar 325.000 orang dengan rincian pusat 50.000 orang dan daerah sebesar 275.000 orang,” ujar Menteri Pemberdayaan Aparatur Negara (MenPan), Taufiq Effendi seusai membuka rapat koordinasi pengadaan PNS tahun 2009, hari ini (14/7).

Untuk tenaga Honorer, MenPan hanya menyediakan posisi sebanyak 78.576 orang. Sedangkan untuk
Sekretaris Desa ditetapkan sebanyak 9.927 orang. Selama tiga tahun terakhir, jumlah Sekretaris Desa yang diangkat jumlahnya mencapai 36.094 orang. Untuk Pelamar Umum sendiri, MenPan menyediakan kuota sebanyak 236.497 orang.

Khusus untuk jalur pelamar umum, MenPan menyatakan akan memprioritaskan kekurangan di sektor pendidikan, kesehatan, dan tenaga teknis yang mendukung pertumbuhan ekonomi dan membuka
lapangan kerja. “Ini bisa mengurangi kemiskinan dan pengangguran,” imbuh dia.

Tenaga teknis yang dimaksud adalah penyuluh pertanian, penyuluh KB, tenaga penegakan hukum (jaksa dan hakim), tenaga teknis dalam rangka memenuhi standar internasional, dan instruktur pelatihan.
Pelamar Umum ini ditujukan untuk memenuhi kebutuhan pegawai pada daerah-daerah pemekaran dan perbatasan.

MenPan menekankan, proses pengadaan PNS harus dilakukan dengan benar sehingga jumlah dan komposisi di masing-masing unit kerja sesuai dengan kebutuhan. Untuk itu, usulan formasi didasarkan pada analisis kebutuhan riil organisasi, beban kerja serta analisis pegawai.

“Instansi pemerintah harus bisa membangun sistem pengolahan dengan menggunakan teknologi informasi,” seru MenPan.
